Libraries have played an important key
role in the acquisition, technical processing, preservation and dissemination
of information and knowledge. In conventional meaning, library is a collection
of books house used for the reading or the study, or the building or a room in which
a collection of such books is kept. The library is a collection of systematically
arranged or organized printed or written materials for the purpose of a study
and research or general reading or both. The libraries collect, stores,
process, organize, disseminates and distributes the information/ knowledge to

According to Dr. S. R. Rangnathan (1989), father of library
science explained “A library is a public institution or establishment charged
with the care of a collection of books and the duty of making them accessible
to those who require the use them and the task of converting every person in
its neighborhood into a habitual library goer and reader of books.”

Thus, a library is considered
as a public institution, which is also expected the potential users into actual
users. A library is expected to be the instrument of instruction and learning and
should support the objectives of the educational institution. The library should
be a part and parcel of the teaching and learning process of the educational
institution. This is the concept of a modern library. In the educational
institution/ colleges, the library is in a prominent place. The word ‘Library’ can also be termed as the collection of the
books and the knowledge resource center. In
the 21st century, library is considered as an information resource centre
for the colleges as well as the concerned communities. Naturally, the original work of the library is to meet the needs
and requirements of the users towards study, reading and research. A good
library is an asset of the academic institution. Therefore, it must be
well-equipped with books, journals, magazines, and various other references
sources, required for the users. The scope of all the libraries is not
equally equal, because they procure, organize and preserve the information resources
in view of the needs of their works. Libraries are largely different due to the
peculiar requirements of the users to be served. Libraries may be divided on

1.2               Role of the Libraries in Higher
Education

The achievement of the skill

No formal educational program can be successful without the help and
cooperation of library.

library development program can be undertaken accordingly time to time. The
library plays an important role in educating the literate, providing
opportunities of the higher education to the educated and to overcome their

Another important role played by the library
is the communicator between the teacher and the students. The library is also a media center with a learning
environment which has been prepared by an artfully design to create stimulating
and enriching effects upon students.

During the level of higher education, the central
point of learning should gradually be turned into the library through classroom

to Dr. S. R. Ranganathan, “Libraries are not more store
houses, they are rich springs from which knowledge flows out to irrigate wide field
of education and culture.”

The fundamental
role of the library in higher education system should be educational. The
library should not be operated as a mere storehouse of books and journals, while
the library should be used as a dynamic medium of education.

The role of the
library can be defined within the framework of the mission of the educational
institution and a library development program should be organized accordingly,
and for this, to emphasize the various reports brought by the educational
commissions from time to time.

In the modern education
system, the university/ college library has been established with the aim of
helping to make teaching, research, publication, etc.  The library plays an important role in the
process of educational work. It is the responsibility of the library to
collect, preserve, organize and disseminate all types of reading material for
the purpose of intensive use by the users of an educational institute to which
it is concerned.

The library is a
mirror that reflects the culture and activity of the educational institution

through the following supportive functions such as perspective planning,

part of the teaching program. Library is not only a depository of books but
also an active workshop instrumental in the production of original thinking. It
provides opportunities for self-education to enthusiastic students without any
discrimination.

1.3              Importance of the Libraries in
Higher Education

The
Kothari Commission explains the need
and importance of libraries in higher education and suggested that each
university should develop a well-equipped library in accordance with the need
of its users. Some of the recommendations made by the commission are as follows:

“No new university, college or
department should be set up without taking into account its library needs in
terms of staff, books, journals, space, etc. Nth could be more damaging to a
growing department than to neglect its library or to give it a low priority. On
the contrary, the library should be an important center of attraction on the
college of university campus.”

 “A collection of books, even a collection of
good books, does not constitute a library. Given enthusiastic teachers, who
teach with books and librarians who can co-operate with them in converting the
library into an intellectual workshop, even a comparatively small collection of
sensitively chosen books may works wonder in the life of students. Without such
a staff, the most luxurious building or extensive book collection may have no
effect at all.”

Colleges
play a crucial role in developing and promoting higher education. The college library acts as an auxiliary unit to present
institution in conveying out its objective effectively. The role of a library at
any level in the education process, especially at the college level is very
important are for the overall development of the students such as personality,
skills, communication, career and creativity etc.

Library
is a true laboratory, from which users can get/ gain new ideas, assimilate
them, experiment with them, and thus acquire/ get quality education from them, which
will prepare the users ready in order to create a more meaningful role in the life.
The quality of the education is linked with the libraries. The information
collected and disseminated by the libraries determines the quality of teaching learning
process of a college. The library is like a storehouse of knowledge and
information. Without a library, a college will not be completed. It is very much
important to have a library for the higher education and college system.

Library has also played an important role in the cultural,
political, economical and social development of the society or
the development of a civilization. Libraries
cater to the knowledge and information of thirsty minds of thousands of users.
Libraries are a vital part of our educational system and it is incomplete
without each other.

The
function of an academic library is to create and maintain the collections on
all formats supporting the curricula and mission of its colleges. Libraries are
involved in providing assistance/ support for research and other educational
activities in universities, colleges, institutions and other academic
organizations

Academic
libraries are classified into three different groups i.e. school, college and
university library. Keeping this aim in mind, higher authorities of all
educational institutions needs to be re-engineer by the libraries of their
respective institutions. Therefore, the librarians and the teachers improve the
academic functions of the libraries and contribute substantially to the
complete academic programme.

A modern college
must have a well-planned and functional library so that it becomes an
intellectual hub of the institution for both the students and the teachers.
Libraries are thus, the key stone in the higher education architecture. Being
the first doorstep for the higher education, degree colleges and college
libraries are playing important role in shaping the fate of the nation. The main
objective of the college libraries is to meet the requirements of the
particular educational institution for which it is created/ designed to provide
service. The ultimate objective of college library is to provide maximum
satisfaction to its users.

An efficient college library should have
key components for providing
effective library and information services
to its end users. The
library having a good collection of books and an attractive building, but if it
lacks by the highly qualified, competent, motivated and trained staff, cannot
function properly. The main components of the library are the books, the staff
and the building. A library always grows in the context of the books, the staff
and the building. Therefore, there is a trinity of the library consists of the
books, the librarian and his staff and building.

The
importance of a library works as an exclusive partner in education from the crib
to the tomb and from the primary level to the highest level of learning. Actual
knowledge comes through the intensive use of knowledge contained in good
collection of books and other learning and teaching materials available in the
college libraries. In other words, the use of college libraries is not only
useful, but it is also indispensable. However, it is certain that without a
good college library, it will not be possible to maintain the standards of teaching and study in the
colleges.

In
degree colleges, a well-organized library is necessary for the
teaching-learning process, especially when the emphasis is shifted from class room teaching to learning centered process. For a complete and
generous education of a college, a fully equipped library is essential.
