CHAPTER I

PRELIMINARY

1.1   
Background

               Poverty
has become a common thing we find in our daily lives, ranging from beggars in
red lights, street singers in public transport, even to slum dwellings around
us. This seems to be a natural phenomenon in life. People who are well off in
their lives continue to pursue their own ambitions, and those who are not
sufficiently seem to surrender to the fate they receive.

In fact, if this continues
it will cause widespread adverse impacts. both to people who are affluent, to
the development of the State, and many more other negative impacts.

               We
all know and realize that our country has the basis of the State, namely
Pancasila and of course poverty is contrary to the values ??of Pancasila. So as
the people of Indonesia is good, of course we must support the values
??contained in Pancasila, including in stopping poverty in Indonesia.

CHAPTER
II

DISCUSSION

2.1 Definition
of poverty

In general, poverty is defined when a
person is unable to meet basic needs such as food, clothing, home, education,
and health. And based
on the book Environmental Law and Development Ecology that poverty is divided
into 3 types, namely

1.
Absolute Poverty

Is
the poverty measured from the inability of a person or family to meet basic
needs minimun or commonly called the primary needs.

2.
Relative Poverty

Is poverty measured by looking at the
environment in which a person or family lives. So even if a person or family is
able to meet its primary needs, but is still relatively low income compared
with other individuals or families, then the person experiences relative
poverty. 

3.
Cultural Poverty

            Is
a situation where individuals or groups choose to follow the culture they have
such as tribe inland for example, tribe children, kajang and many more in
Indonesia.

Causes of Poverty

1. Low Education               The low education of a person will certainly cause a person is difficult in living his daily life, coupled with the times that continue to demand high quality of one’s self to work.So education is an important factor in the effort to stop poverty. Education will make a person has the competitiveness, to be able to increase the value of selling himself so he can get a decent job and can meet basic needs. 2. Poor Culture

               Those who say they are poor already seem to be resigned to the situation that they face, that is poor, it is this that makes poverty as a culture in their next generations, such as the behavior of those who feel that education is not important, a shabby place. This is what will give birth to a poor culture in their next generation 3. Government               Government here can be one factor of poverty, this can happen when the government as the holder of control of a State is still not maximally in carrying out its duties. Proven today there are still many people who are found guilty, and finally go to prison, the current government as if utilizing the power they have to meet their personal interests or groups. Of course this will affect the condition of the people, one of them is poverty 4. Lack of Employment               Growth is not in tandem between the continued number of workforce with the number of jobs that exist today, would be a factor that causes poverty, because over the development of this era almost all human needs require the name of money. With the increasing number of unemployment will certainly increase the poverty rate in an area. 5. Political Instability               Political instability is certainly very influential on this poverty. because the stabilization of the economy of a country is very clearly influenced by political factors. Without the political stability and the conducive security of a country, the economy will not be able to do much. 2.3 The Impact of Poverty 1. CrimeOne factor of criminality is poverty, why? because when a person does not have income, while many demands need to be met, it will arise thought to do various things including criminality, such as theft, robbery, even to kill others.2. The Low Level of Education

               Poverty also causes a low level of education, this is because at least the education costs are not small, and will certainly complicate the poor, although the government has made a policy such as the BOS funds, compulsory school 12 years. but it is proven until now that the policy is still ineffective. and this poverty seems to give the doctrine that education is not an important thing.3. Low Health Level and Increased Mortality Rate               In this case poverty is certainly one of the biggest factors as the cause of the low level of health so as to make the high mortality rate, this is due to slum lifestyles, lack of education about health, and limited access to health costs.4. The Bad Generation of Successors               The most dangerous impact is the poor generation of this country. because if this poverty continues, it will create a generation of unfavorable successors, we can see from the low education, low health, high crime. then want to be what our country in the future? if this poverty is not stopped immediately. 2.4 Pancasila view on poverty and how to stop it               As the people of Indonesia, of course we know that our country has a state base that is pancasila. in which the values ??contained in this Pancasila must be accomplished. then if we look at the existence of poverty, it is contrary to Pancasila, as if we see in the second precept that reads “just and civilized humanity”, then this poverty has been very inhumane such as slum dwelling, low level of health, and many more.               Poverty should not happen if the Pancasila is fully implemented. then Pancasila here becomes a solution to the creation of a just and prosperous life. when we refer to the second precept where there must be a just and civilized humanity then in the 3rd and 4th precepts there is a way to make that happen. namely we as the people of Indonesia must unite in the democracy and consensus to solve this problem, because poverty is a joint task that must be resolved. so as to create a just life for all the people of Indonesia, as the fifth precept.

CLOSING

3.1 Conclusions

            We know with poverty is still a
problem that is difficult to stop in Indonesia. this is a joint task that we
have to finish, not easy indeed and not instant of course to get out of
poverty. but start bit by bit, whether it’s starting from us helping each other
in the form of alms, or making a free scheme that can be easily accessed by the
poor.

The
government here as the holder of government control, must immediately act
quickly in solving this poverty, make poverty the first priority in building
this country, because there will be many negative impacts that exist if this
poverty continues to be left
because
this is already very contrary to the basic state of indoensia, pancasila. then
build a sense of mutual respect, each other, because we are one. INDONESIA
